The Directive we have proposed on Orphan Works, currently before the Council and Parliament, will help do this: although targeted chiefly at public-interest works, the large-scale digitisation which results will help build a user base that can also become a driver of demand for commercial digitised works. And I am optimistic that the model will be extended to other media such as photos. I know today there is a hurdle for that, which is the lack of infrastructure for digital search in this domain. But we need to work to overcome this type of hurdles. And the Directive leaves the door open for Member States, where they wish to do so, to go further in encouraging widespread digitisation – as some have already done.
