Including for large data users. In particular, we need a solution that is easy for consumers to understand and use. Because if the solution is too complicated for consumers it will be no solution at all. And in my mind, "local break out" is the best answer for data users: it is a simple solution which you can select and log onto just as easily as to a WiFi network. That's a boost for competition; and a boost for consumer confidence.
