I definitely agree with this line. Especially in my field (psychology), where most (all?) reputable journals are behind pay-walls we can feel this lack of access to current scientific literature. It'd improve practice on the whole spectrum of applied psychology, for experts who are not affiliated with universities granting access to journals.

Access to scientific information should be following the Budapest/Berlin/Bethesda definitions: free, unrestricted and immediate access. We have established the @ccess initiative for the promotion of BBB-open access: http://access.okfn.org open access, green or gold in itself is not sufficient because this still can be restricted or delayed open access.
