For example, we will put cloud users more in control of their data, with standards based on the principles of interoperability, portability and reversibility.

Does this include back-up provisions and a fault-tolerant architecture? Btw, confidence would benefit hugely if cloud computing would (still) facilitate a local "hot" mirror of enterprise-critical data --at least of recent "active" data-- as a fail-safe measure.
