Making speeches talk

[...] Ninth, in the next six months, we will publish a new Recommendation on universal service in a digital society. Recognising that it can play a role bridging the digital divide, but that it is not a silver bullet. We should avoid undue market distortions, or mandating market players to deliver what could be costly, second-best solutions.

In the UK market players are delivering second rate solutions. Cabinets for those who already have a connection will go faster. Those who have not a connection will get offered satellite or bonded copper. Its a very expensive stop gap. And we will pay the price in the years to come for being sucked into the telco hype of 'superfast'.
