Yes its common sense. Yes its what citizens want, but its not what the telcos want, they want us all tied to their phone networks for another decade, and they have spent millions in advertising and wining and dining the powers that be, who believe they can deliver a product. The fact remains that they can deliver faster broadband to those who already have it, but they can't deliver a fit for purpose product to those on long line lengths, and therefore they shouldn't be funded to bond and lay more copper.
