Do not have a secure network, make the whole thing secure and allow cross border trade. The issue is that the Internet services have not worked and not achieved what they set out to do. Decentralise the services and this will bring the security and privacy guarantees to everyone,not only Europe. It is a fundamental design issue, not a political one and it can be solved technically.
