"Work or get fired!" is the usual incentive in other industries. Remember, the social and legal narrative and laws we have now were created by industry lobbyists working their agenda into FTAs, then bleating about "our international trade obligations." Prizes and awards can be made to innovators and creators from a voluntary fund such as Kickstarter or Indiegogo. Industries may want to sponsor research into new drugs and governments may subsidize it. #IPR does little to stimulate innovation, it just locks it down so that only incumbents can utilize it while others must gain permission or pay for the privilege. We simply MUST get patents off drugs and keep patents off software.
