[...] How do you explain this to the man on the street? That's something I've really struggled with in this term as Commissioner – and in my previous term too.
Just explain to him, that it is just as illegal to use the work of others as it is to use a shovel of someone else without paying for it and at least asking for permission to use it. Even if no harm is done. And if my neighbour does not want me to use his shovel, I am forced to go to my other neighbour or his or his or his neighbour. And it may even mean that I will have to buy, rent or (how about that for stimulating creativity) make my own highly innovative shovel.
