Until you support real innovation and alternative networks you will find that the telcos pull the wool over the eyes of the funding administrators and use the money to patch up their obsolete copper networks. This is happening in the UK and the digital divide is growing ever wider, with those on long lines condemned to the internet slow lane. This is covered up by wonderful statistics and multimillion pound marketing budgets. We need fibre for a connected continent. Moral and Optic.
