We are such a community, and we were accepted for funding, but we can't get it because of all the rules. BT (our monopoly telco in the UK) and our Council won't release postcode data (ie descope) and so we can't get the funding. This is happening everywhere, really good community projects are killed off. This is because the telcos need to preserve their investment in obsolete copper. It is the crime of the century. EU should take action. You can offer as much advice to communities as you like, but whilst the telcos control the funders you won't get community action.
