I would love to see this future. However I am young, and untenured, with an Assistant Professorship in Switzerland. Horizon 2020 is very complex from here, and there is lots of uncertainty with the rules for next year.

The plan you describe requires significant continuing education of the scientists themselves. For this reason, MOOCs present yet another opportunity, this time in training the future actors.

I have trouble figuring out where and how to best implement this idea, as there is a lot of politics behind it. I would love to discuss what you would think are the best options.
